Minutes of
Present: Lauren Bressett, Robert Harcke, Bruce Smith, Jim Starkey, Laurie Burt, Nancy Zeller, Wesley Staples and Alternate Walter Derjue.
Chair Lauren Bressett called the meeting to order at
Corrections as follows were made to the meeting minutes of
Laurie Burt moved to approve the minutes with the above changes. Seconded by Jim Starkey. All in favor, so voted.
NEW BUSINESS:
Rodney Parsons owner of Lincoln-Gilboa LLC
and his son Kirk Parsons- owner of AGM Landscape were in for a Site Plan Review
at
Jim Starkey moved to accept the application as complete. Seconded by Laurie Burt.
The have already torn down the old former butcher shop. The plan to build a 40’ x 32’ building in that area which will consist of a garage, office and storage area. There will be a service drive around to the back.
There is a plan to have from four to seven employees, who would pick up equipment and leave. There would be no onsite employees. There will be some dry storage outside. If there were to be any further growth there it would be behind the greenhouse. Access and exit for customer parking will stay the same as it is now.
Bob Harcke questioned the storage of gravek, rocks, round-up, etc. The Parsons explained the quanitye would be very small, like for pickups. The stock for day to day basis for the landscaping could be around 80 years of mulch at the most. There will be a display component for sale. The retail part would be the nursery- plants, annuals and indoor retail –“ horticultural” business.
The Septic system was discussed. There will be a bathroom/wash place inside which will be for employees only. Bob Harke moved to approve the application with the amendment: A requirement will be that wash/bathroom facility be added. In 1993 DES approved the septic system. If the system is no functioning property the Parsons will need to put in a new system before utilizing the property for a business.
Lauren Bresette amended the condition as follows: Would allow a portable toilet as a temporary solution, which would be for employees only. It is the Boards understanding the first 45 minutes of the workday the employees would be on site, then employees would be in and out as needed. The portable system would only be placed there if the septic system is not working and would be removed when the system was repaired. The could take up to a year. Bob Harcke seconded Laurens amendment. All in favor, so voted.
OTHER BUSINESS:
Surf and Turf has a sign placed which the Board believes is in violation. A review of the Site Plan will be done to see if a violation does exists. If so the Board will write the owner, Mr. Gladke regarding the Violation.
Hurricane Road Property owned by Castors needs and updated and complete Site Plan Review.
